TMF Health Quality Institute, the Medicare Quality Innovation Network Quality Improvement Organization for the region encompassing Texas, Arkansas, Missouri, Oklahoma and Puerto Rico, established the award program in 2004 as a non-competitive recognition program designed to recognize exemplary outcomes achieved by hospitals. TMF is working with organizations in these states to develop the next award program.

Both of these non-competitive award programs are designed to recognize high performers in quality improvement statewide.
